How to sync presets from desktop to mobile
Install presets once on desktop and have them appear on your phone automatically. Works from Lightroom (cloud) and, since 2020, from Lightroom Classic too.
Step-by-step

Sign in to your desktop Lightroom app with the same Adobe ID you use on mobile.

Install the XMP presets on your desktop (see the desktop or Classic install guide).

In Lightroom (cloud), confirm the cloud icon at the top-right isn't paused.

In Lightroom Classic, open Preferences → Presets and turn on Sync Cloud Presets, then start sync from the identity plate.

Open Lightroom Mobile with the same Adobe ID — presets appear under Yours in the Presets panel within a few minutes.
Cloud sync needs an active Adobe plan on at least one device and an internet connection while syncing.
Different Adobe IDs on each device — or Cloud Presets left off in Classic — will block syncing.
